The vast majority of Democrats joined with Republicans in voting to table it. Democratic leaders announced beforehand they were opposed to Green's resolution. Only 58 Democrats supported the proposal while the others believed that it was a distraction in a Republican-controlled Congress.
A Democratic congressman has said he intends to force a vote to impeach President Donald Trump.
The White House dismissed the effort, telling Politico that Green and the others who voted with him are "extremists".
They say legitimate questions have been raised about Trump's fitness to lead the nation, but say congressional investigations and a special counsel investigation should be allowed to continue.
A handful of Democrats introduced articles of impeachment against Trump in November, the first official step in the process. "May everyone vote their conscience knowing that history will judge us all". House Minority Leader Nancy Pelosi said last month that impeaching Trump would be a waste of time and energy, according to those who attended her event at Hearst.
"In his capacity as president of the United States, unmindful of the high duties of his high office and the dignity and proprieties thereof and of the harmony and courtesies necessary for stability within the society of the United States, Donald John Trump has, with his statements, done more than incite individuals and groups of Americans, more than insult individuals and groups of Americans". I've never hesitated to fight for our values as a representative, and I won't hesitate to fight for them as your governor. It is not about Republicans, it is about the fate of our Republic.
Democratic leaders have urged Green to drop the idea, CNN said.
"The president is a criminal", said Rep. Luis V. Gutiérrez (D-Ill.).
