The top paid-for game for iPhone was guessing game Heads Up!, with block-building sandbox game Minecraft the best-selling paid-for game on iPad.
The dispute follows reports in August that 28 China-based developers had filed a complaint against Apple alleging that it breached the country's antitrust legislation. HBO's Game of Thrones was the most downloaded show on iTunes this year.
"Hillbilly Elegy" topped the nonfiction charts, leading a wave of titles on current events and politics.
Rogue One: A Star Wars Story and Wonder Woman rounded out the top three.
